Dowling Data provided Virtual CIO services for CodeToolz, LLC, a provider of Medicare procedure rate information to the medical industry. They wanted to use that data to help physicians structure fees and avoid charging more or less than they can be reimbursed by Medicare. It saves physicians’ offices’ hundreds of thousands of dollars each year which would have been lost to Medicare.
Every procedure has a specific code and a corresponding cost that can change multiple times a year.

Like any other business, physicians must ensure their price is adequate to cover the cost of services and compensate the physician. They analyze contracts and fee schedules, securing the most optimal payer fee schedules.

We’ve been working with Horizon since 2000 on their flagship software product, a custom proposal software system, used by players in the home audio and video industry. We provided programming assistance with their Custom Proposal System. We also developed the majority their flagship product, the SmartPartner Suite. We initially assisted on a daily basis. We now schedule meetings as needed to design new features or assist with current issues.

After being asked to redesign their company website, our graphic design team got to work and created the logo and the site. We also implemented full Content Management System (CMS) from the ground up. We came up with three web designs and they chose the one shown below.
